urrey is broken down into eleven administrative areas called Boroughs or Districts within the County Boundary itself.  Surprisingly the Headquarters of Surrey County Council is in Kingston, outside the County, but within the older Surrey postal district which extends into now what is part of Greater London.

Local Authority administration forms the basis of  responsibility for such things as State schools, Council Housing, Highways Policies and Maintenance, Recreational Facilities, Social Services and Refuse Collection etc.  Council Tax is therefore collected by the Local Authorities to fund such expenditure.
